Zach,
Added the drive letter c:, thus:

DocumentRoot c:/www/webroot/ToDo/public
 <Directory c:/www/webroot/ToDo/public/>

Then restarted Apache and attempted to connect:

http://localhost:80/

but, still, connection was refused.
