As you can see from those headers, the mail was supposed to go to 
koyama@something,
most probably koyama / catv.ne.jp, and then gets forwarded to a mail 
address located at
the faulty mta which bounces it to the poster.

If someone has access to the list of subscribers of ruby-lang, he/she 
could check if
someone with the name of "koyama" is subscribed, and unsubscribe that 
address.

It's not very polite, but at least the bounces will stop. :)
