So, this is pretty straight forward:

1. get the tar ball (ruby-1.8.2.tar.gz)

2. unbundle it ($ tar zxf ruby-1.8.2.tar.gz)

3. run configure using --prefix

   $ ./configure --prefix=/my/dest/dir

4. make

5. make install

And you are done.  There are three directories under /my/dest/dir

  bin -- add this to your path
  lib
  etc

then test it with

 $ rehash   (assuming the shell)
 $ which ruby
 $ ruby -v
