IMHO there are three distinct cases, each of which should be represented 
by a Class.
IpNetwork: Represents a network/ip-prefix, e.g.
	192.168.0.0/16, or
	192.168.1.0/24, but not 192.168.1.1/24, because it's not a 	
	network.
IpAddress: Represents an ip-address, without netmask
IpInterface: Represents an ip-address in a certain network, e.g
	192.168.1.1/24.
	I'm not sure if 192.168.0.0 is a valid ip-address in the
	192.168.0.0/24 network...

IpNetwork could be implemented using IpAddress, and
IpInterface could be implemented using an IpNetwork, and an IpAddress.

The methods of IpInterface should be (approximatly) the union of the 
methods of IpNetwork and IpAddress, since it represents both.
