Hello,

What's the status of locale support in Ruby?  I'd like to be able to
something close to that:

------
require 'locale'
setlocale "fr_FR"

a = "ñÄole"
puts a.upcase
------
and have it display

ÉÃOLE

Having support for accentued letters in regexp would be useful too.
