Some comments:
  Why not only allow Textile, rather than ruwiki markup?  Or disallow 
raw HTML, whatever the format?

  The RCR pages have this link
http://rubyforge.org/ruwiki
as a  reference for ruwiki format, but I get a PAGE NOT FOUND page on 
rubyforge.org
