Well, since I qualify as someone who processes hundereds of emails per day, I 
tend to do one of two things. If my comments are general or overall to the 
topic, I tend to make the comments at the top, and put all the quoted text 
below, so that if one needs to be reminded of context, it is there w/o 
searching thru a zillion previous emails.

If I am responding to one or several specific items, I tend to quote these 
before my comments, assuming that is sufficient to provide context specific 
to my comments for those that have been following the thread.

OTOH I don't mind scrolling down through older text to get the new comments, 
either. In fact, with emails I am pretty flexible as long as your comments 
agree with mine! :-)
