Yes, I wanted to install it for all users.

After posting, I ran across some notes, in the wrong place, I took during
a previous install.  For anyone who cares, here they are:

mv freeride-0.7.0.tar.gz  /usr/lib/ruby/site_ruby/1.8
untar freeride-0.7.0.tgz

which gives you the dir
    /usr/lib/ruby/site_ruby/1.8/freeride-0.7.0

remove the old 'freeride' dir

mv freeride-0.7.0 freeride
