I know Perl and PHP, and now I'm trying to learn ruby. In PHP I can read 
lines from a file (URL) just by using fopen(URL, mode) and fgets(...).

Is it right that ruby's File.open works only with local files? If yes - how 
can I access distant files (URLs) ?
