My guess is that the best thing to do would be to ask the user on a case by case basis when another user's repository became available whether he would like to merge in its changes or not. As long as there were no conflicts, all the differences between a user's repository and every other user's could be merged together. When conflicts occurred, the system would default to asking the user whose portion has precedence, or he could even specify a consistent version to which precedence should be given. There are probably a lot more caveats to deal with, but I believe it could be done rather successfully. Though these cases would have to be taken care of, what I think would be by far the most important use case to support is when a single user updates the wiki on different machines that are intermittently off-network and wants to make sure they stay in sync with each other.
