is the ruby2 (like ruby1) open to public?

anyway, if it is, I'd like an open book that is editable, sort of like a
wiki-book wherein evryone can contribute (of course, there's a chief
editor). In a wiki, one can provide links freely (the current ruby book
lacks). This open book in turn is reproduceable into pdf or html or xml so
everyone can just download it anyway they want. This open book becomes a
second version, ala unstable one since it always changes.
