Hello Greg,

Many thanks for this fix. I think it's good to have one or two ci instances somewhere to not cache these files, but we should try to reduce the actual downloads as much as possible to reduce the load on the Unicode Consortium's server.

Anyway, this issue here is solved, so I'm closing it.

Appveyor build failed, Travis passed.  I believe Travis is caching files, Appveyor is not.
