from a distributors point of view i would leave the site_ruby part for
packages installed by an user. so you can differ between distro packaged
libraries and user installed libraries. in perl you have the vendor dir
for that. but that is missing in ruby so far. so i think putting them
into the main dir is the better choice atm.
