Backport changed from 1.9.3: UNKNOWN, 2.0.0: UNKNOWN, 2.1: UNKNOWN to 1.9.3: DONTNEED, 2.0.0: DONTNEED, 2.1: REQUIRED

socket option IP_MULTICAST_LOOP and IP_MULTICAST_TTL don't exist in 1.9.3 and 2.0.0, but in 2.1.

OpenBSD is similar to NetBSD in that the IP_MULTICAST_LOOP and IP_MULTICAST_TTL socket options take unsigned char and not int arguments.  So replace

  #ifdef __NetBSD__

with

  #if defined(__NetBSD__) || defined(__OpenBSD__)
