Is not my setting, the problem is MSYS "make" downcasing the path and
RubyGems doing a case-sensitive comparison of PATH, thus failing.

This has already been fixed in RubyGems 1.8 branch, but no newer
version of RubyGems has been released or imported in trunk.

Right now I have:

make test-all TESTS=3D"-q"

I'm changing it to

make test-all TESTS=3D"-v -q"

So no skips are shown in the output.
