 I was wondering is there are any plans to include Unicode aware methods for Unicode encodings on String? For example, upcase and downcase only handle ASCII characters at the moment.

 cafe = "Café"
 cafe.encoding # => #<Encoding:UTF-8>
 "Café".upcase # => CAFé
