Did you move the directory of installed Tcl/Tk?
"-lC:/Tcl/include" is TCL_INCLUDE_SPEC described in tclConfig.sh.
Probably, ActiveTcl installer set the variable to a proper value, 
that is, the directory to install.
So, moving the directory, extconf.rb fails to get the proper values 
from tclConfig.sh/tkConfig.sh.
