Issue #1528 has been updated by Vincent Danjean.


It is good that the default behavior of Ruby is to stick to the "C" locale (as in C programs). But Ruby should allow to manipulate locales when programs are correctly written (and need it).
I've been hit by the problem of iconv. I'm using a workaround but I find very disappointing that Ruby does not allow a more rubish-way to deal with locales.
