Agreed. I've occasionally considered getting involved in core  
development but the whole process seems very opaque and as much of my  
interest is in low-level uses of Ruby - which necessarily means  
forking and extensive hacking - I've allowed myself to be daunted by  
the uncertainty of the existing arrangements.

This is less an issue of tools than of social factors, and whilst  
moving to git may change some of those it's not guaranteed to make a  
difference.
