Well, if patches are usually presented here I'll follow with tradition.
What is normally expected?  Just the diff? or is there something else
required?

If there are guidelines for submitting patches covered on Ruby's
website, 
please point me in the right direction so I do not bother you with

Usually patches are posted here, and we commit them for you.  If you
really want to have CVS account, tell me the reason, and your sought
