I believe that issue was fixed.

Now when I compile I get

gcc -I. -I/.ext/include/i386-mingw32 -I../.././include
-I../.././ext/bigdecimal -DRUBY_EXTCONF_H=\"extconf.h\" -O2 -g
-Wall -Wno-parentheses -o bigdecimal.o -c bigdecimal.c
In file included from bigdecimal.c:16:
../.././include/ruby/ruby.h:25:25: ruby/config.h: No such file or directory
In file included from ../.././include/ruby/defines.h:192,
                 from ../.././include/ruby/ruby.h:70,
                 from bigdecimal.c:16:
../.././include/ruby/win32.h:208: error: syntax error before "rb_w32_pipe_exec"
../.././include/ruby/win32.h:208: warning: type defaults to `int' in
declaration of `rb_w32_pipe_exec'
...

which I suppose is unrelated [and hopefully temporary].
Thanks for your help.
