I think that a ruby-core maintained ruby-stdlib meta gem would be great.
This would give people the expectation of quality you might expect and
make the overall maintainer's job as easy as choosing which gems make
the cut.  Those who want to mix and match their own stdlibs could do
so, but an 'official stdlib' gem could easily be bundled by package
managers on various systems and in Ruby OCI for Windows / OS X.
