Of course RedMine can not do this automatically.  A committer puts
the bug ID (bug id #123, or list id [ruby-core:1234]) to its ChangeLog
entry when he thinks the problem is fixed.  If it's not, somebody
reopens the problem on the RedMine.  Repeat.
