Yes.  Generally we committers need to keep the stable branch "stable"
(there's no actual svn branch for 1.9 though).  Release maintainer will
restrict incompatible change of the bundled version of Rake. (feature
adding must be allowed as far as it's compatible with former versions.)
 And when an user installs a new version of Rake with RubyGems, the user
cannot activate the new gem without declaring 'gem "rake"' explicitly.

We want to use rake as a support tool for ruby building system so we
would like to include rake not as a gem but as a bundled library.  But
the above may be a demerit depending on the future development plan of
Rake.  What do you think about it?

Once we achieve a consensus on bundling scheme, matz will ask you ssh2
public key. (hopefully signed with your PGP key.)  And no certain
timeframe decided yet I think.
