Summary: XML-RPC enhanced NilClass handling

Initial Comment:
I have written a small patch for the XML-RPC library included with Ruby.  I would appreciate the community's feedback regarding possibly including this in future Ruby versions.

This patch provides the user with greater control over NilClass object serialization in XML-RPC responses, by allowing XML tags other than the default <nil/> to be written.  For example, Perl's Frontier::Client does not support a <value> of <nil/> in responses it receives, but with this patch, an empty <value></value> pair could be returned, which it does support.
