Summary: irb attempts to escape '\c' inside single quotes

Initial Comment:
Standalone Ruby code handles '\c' properly :

$ ruby -e " p '\c' "
"\c"

irb waits for you to tell it which control character you want (\cn is Ctrl-N, for instance), which is probably proper for double-quoted version, but not the single-quoted version :

irb(main):006:0> '\c' 
irb(main):007:0' '
SyntaxError: compile error
(irb):7: unterminated string meets end of file
        from (irb):7

This bug also affects %q, i.e. %q!\c! exhibits the same problem.
