Summary: parsedate fails

Initial Comment:
On Windows XP with Ruby 1.8.6 and Rails 1.2.3

Using String#to_date (which calls parsedate) raises the message "can't modify frozen string"

I was unable to reproduce the error using irb.

The problem does not occur with 1.8.5.
