Why do you say that? Isn't the format of the dateTime.iso8601 field that
defined by ISO 8601?

ISO allows timezone specs,

  http://en.wikipedia.org/wiki/ISO_8601#Time_zones
  
and ruby's Time class implements them:

	Time.now.iso8601 => "2007-02-16T14:05:44-08:00"
	Time.now.utc.iso8601 => "2007-02-16T22:05:59Z"

If the timezone is specified, there is no need to assume anything, the
assumption is only needed when no timezone is specified.
